I only wear mine in public if I've got a funeral or hospital visit, or have some sort of thing where I'm representing the church (meeting with elected officials, etc). It makes me very self-conscious. The experience as a woman must be far more uncomfortable still!

Having lived in NC a few years, I do not at all understand what southern townships do.

The locus of governance in rural PA is much more focused on townships than the county, especially since the county sheriff has virtually zero law enforcement power. County gov does social services, mainly.
