In the UK, if it moves without being pedalled, it's a motor vehicle and needs all the paperwork, insurance, etc. as any other motor vehicle.

Agreed. The entire point of bike lanes and paths is to separate smaller, slower moving things from larger, faster moving things. Anything other than pedal-assist bicycles or other speed limited mobility devices should not be in these spaces.

My unpopular urbanist opinion is that big, hyperfast two-wheelers are a menace and should be banned from bike lanes/paths (with enforcement).

These things endanger everyone riding a bike or legal e-bike. Worse, they deter some from even trying.
