Watterson actually talked about this in one of the anniversary editions iirc and considered doing it, but ultimately settled on this instead.
I remember being worried that the final strip would be Calvin losing his innocence and realising that Hobbes was just a toy. That would have been heartbreaking. Thankfully we have this wonderful sign off instead. Sniff.

It's worth noting that these people are pretty stupid, not very good at organization or administration, and completely high on their own supply. The exact way they fail is the fact that they're just not suited for a long, drawn-out battle for hearts and minds.
