And use of force is overseen so strictly that even in cases of severe outbursts they are almost always punished for using more than passive restraint - there was a case of a policeman there being punished and made to apologize for slapping the face of a man who was violently acting out in public,

The Chinese police provide a decent model: trained extensively in de-escalation when handling social conflicts, and serving almost as a kind of general-purpose social lubricant to keep public spaces moving along - they even do stuff like help with quick bicycle repairs
