One difference between 2020 and now (there are many) is that moderate and conservative Dems were able to convince themselves it was a few bad apples* and the problem could be solved via training or culture changes or whatever.

I do not love that somebody is smoking weed on the patio of this bar. I can't do anything about it other than go inside or leave but I don't love it regardless.
