A few days ago, I've been treated to a presentation of their annual market study by Fédération Française des Télécoms. It is actually the lobbying material they serve to politicians. I was disgusted to hear that, in the year of the Lord 2026, they are still attempting to harm net neutrality.
Telco shills within the Commission are trying to end net neutrality under the guise of promoting digital sustainable, energy efficiency and network planning. Hopefully the Council isn't stupid enough to fall for it.

This industry sees a well-functioning market and wants to destroy it.

European Open Internet regulation
This chapter first considers the 2013 Proposal and Trilogue in 2014/15, then the 2015 Regulation's net neutrality aspects, before finally looking at the details of Body of European Regulators of Electronic Communications' (BEREC) implementation of its Guidelines. BEREC explains its outstanding concern on four topics: traffic management practices; Specialised Services; transparency in Internet access quality; and 'commercial practices', such as zero rating. European law upheld transparency on a mandatory basis, and minimum Quality of Service (QoS) on a voluntary basis, under provisions in the 2009 electronic communications framework. After more than two years of gestation, on 27 October 2015 the net neutrality law was approved by the European Parliament. Rather than unequivocally affirming the pillars of net neutrality, the EU policymakers enshrined only the first two components into the Regulation, thus tempering neutrality into a less principled vague 'Open Internet'.

I agree the Italian law is flawed and will fail in court. However, even big tech firms have to play by the rules we've agreed on here in Europe and go through our legal process for remedies. I think any (opposition to) platform regulation starts with the recognition of those legal norms

I heard that in the USA these issues are resolved by staying in golf resorts and paying for ballrooms, which I don't fully understand. In the EU, also in Italy, we moved away from that system. Ours is more cumbersome, but more fair. It takes a legal order, fines, court case, appeal, EU appeal etc.
