Calling them "narcoterrorists" does not make it right or legal to order their deaths without any due process.

Congress gives DoD reprogramming authority because when you're dealing with a trillion dollars, some stuff is probably going to need to be changed over 12 months

To me, this suggests that while choosing not to follow an illegal/immoral order will be necessary, it may also often be insufficient to prevent harm. In fact, refusing to follow the order immediately raises the (more?) difficult question of what actions must be taken next. 2/2

A thing that stuck with me from Browning’s Ordinary Men is that there was a portion of the unit who didn’t follow orders, often by finding someplace else to be when mass murder was taking place. The problem is that the murders still took place, even with some deliberately disobeying orders. 1/2
