The author is discussing a smallpox outbreak in Gloucester, England (pop 42,000). The town was a hotbed of anti-vaxxers until there was a massive outbreak.
At that point, 25,000 people lined up for smallpox vaccines.

So, I wondered why they ever rolled it out, because this was obviously going to happen, and all I can think is that Elon genuinely believed that the online right was all grassroots and the involvement of foreign actors, that we've known about for like a decade, took him by surprise

I see a lot of Paidchecks on X didn’t realize that a whole lot of people on social media lie about their location to grift off the naïveté of the rage-addled American right.
Turns out this problem is real and it’s a thing those of us who worked on “disinformation” pointed out.
