I think people have been trained over years to believe that access on social media should default to "open," and that blocking someone is a personal failure rather than laudable self-care; also, lots of people, here and elsewhere, don't know/remember what moderation tools are available to them.
It's quite true that it's up to the individual to decide what to do when someone takes out after them, but at the same time, it just seems so unnecessary to let them chase you away when you have the tools to shut them down completely and proceed with business.
