There is no magic phrase or legislative maneuver any Democrat can take that stops Trump/ICE/GOP until voters put Dems in charge of Congress.
The best that can be done right now is harm reduction and even that requires GOP votes in House/Senate.

So now the murder victim is “the gunman” because he had a legal gun on his person, which is not how words work.
