There is no magic phrase or legislative maneuver any Democrat can take that stops Trump/ICE/GOP until voters put Dems in charge of Congress.
The best that can be done right now is harm reduction and even that requires GOP votes in House/Senate.

So now the murder victim is “the gunman” because he had a legal gun on his person, which is not how words work.
Trump: "This is the gunman’s gun, loaded (with two additional full magazines!), and ready to go – What is that all about? Where are the local Police? Why weren’t they allowed to protect ICE Officers? ... ICE had to protect themselves — Not an easy thing to do!"
