I think when there is an immediate safety issue then doing something to fully get their attention- specifically a sharp loud correction- to refocus and correct is absolutely appropriate if you know from past experience that other things don’t work.

Federal civilian pay runs on an every two week cycle, compared to active duty, which is twice per month. I just got roughly 3/4 of my normal pay for days worked prior to October 1.

For the first time it’s going to be the active duty really taking the brunt of this first missed paycheck next week.
