In the Vivaldi browser you can set the number of days until a tab is considered Inactive. A list of Inactive tabs is easily available from the tab banner.

My tabs are set to go Inactive after 21 days. I currently have 240 tabs that are flagged as Inactive. I shouldn't have looked!
