Two things can both be true.
1) The shooter in Washington DC is totally responsible for shooting the national guard members.
2) Trump and the states responding to Trump's request are responsible for putting the national guard members in harm's way unnecessarily.

Pure logistical and tactical stupidity to send in 500 more guardsmen to bolster 1500 already there. No National Guard units from any other state are needed in any other state. They exist to help their own state when needed.
