My understanding is that there is fairly influencial institution in Utah that reserves the right to speak out on political issues of a moral nature.

Do not accept the idea that local officials can't do anything because the FBI "cut them out."
They should run their own investigation. If the Feds try to stop them they should force them to arrest cops and DAs. The mayor should go on TV demanding the release of his officers.
No business as usual.
