Two things true:

1. This isn’t enough to prevent future abuses of power by ICE

2. Dems have very limited leverage bc if appropriations lapse ICE still has unfettered funds from reconciliation bill, so any accountability measures they can get here are a plus
Other aspects:
-de-escalation training for ICE and CBP officers
-training all law officers and agents, on Americans’ right to record any interactions.
-Provides line-item funding ($20 million) for mandated, independent oversight of detention facilities

It would take a two-word amendment to 42 U.S.C. § 1983 to subject ICE agents and other federal law enforcement officers to the same liability for constitutional violations that local and state officers currently face.

If Congress actually cared about what it's seeing, it could pass that overnight.

We need to make passing a federal statutory Bivens remedy a known and important issue for voters. The existing options to hold federal officers civilly liable are extremely limited and are a reason they act with impunity.

If Britain and France moved their naval forces to Greenland and basically forced the US to attack them to get through, I think it would be a very different equation.
I sort of think the Europeans should just station a brigade in Greenland and see if he'll literally attack NATO soldiers.

Brown University says there's an active shooter on campus. Emergency scanner says multiple victims, but unclear how many.
