This. Filler is when the production company was having to stall for time to let the manga catch up, BY NATURE it could not develop the characters or have anything consequential happen. This is not the same thing as an episode without a big action moment or fight scene, storytelling encompasses more.
the anime "filler episode" was a real and very specific thing that largely died in the 2000s. the way the phrase "filler episode" was interpreted by anime fans-- "anything that does not move plot forward"-- became a contagious disease that did immense damage to serialized storytelling as a whole
