Is Labour's CGT up to snuff? It's far from perfect but it's better than the status quo, which for the last forty years put the thumb on the scales of land speculation without taxation above productive investment.

That is the stance the Fourth Labour Govt took, for good reason. The neoliberal point being that you didn't have to own the asset when you get to write the laws that govern them. The problem since then is that we've had shitty governance.
What the state can do is commission good infrastructure outcomes. It does not have to design, deliver or operate the investment. Funding and commercials is the tricky stuff. Ends x
