Of course, there is still the possibility that military assets—including the B-2s—are being deployed in part as a negotiating strategy.
However, in my eyes at least, that possibility is looking less likely than their being preparations for war.

ICE has started to adapt their tactics in LA after some of their raids got bogged down in Paramount and SELA last week.
