Yes, immigration agents not only took Arnoldo's phone, the 10th grader had to use Find My Phone to locate it — in a vending machine for used electronics, close to an ICE detention center.

If his only constraint is his own morality, he doesn’t believe in the rule of law (since law is precisely a constraint beyond ones’s own morality), which means his supporters can’t really get too far by invoking the prerogatives of law enforcement.
