The thing is that is NATO sank Russia's Baltic Fleet Russia would probably just cool down, not escalate. Those afraid of Russia is just making things worse. What Russia needs is a big fat punch in the face.
Sink the Baltic fleet, take Kaliningrad and then claim it was an accident due to Ukrainian EW interference.
It probably is incompetence, but we should sink a Russian frigate anyway to send a message.
