The thing to understand is that district court judges have to follow the law and Supreme Court Justices get to just make up the law.

Really don’t care for this cautious, both-sides “but advocates say” framing. As the article acknowledges, research shows that housing shortages drive homelessness, and throwing poor people in jail doesn’t build more houses. It’s a disservice to your readers to soften a policy’s failures like this.
