The purpose of the Golden Gate Bridge Moveable Median Barrier Project is to enhance safety and minimize the potential for
crossover collisions on the Golden Gate Bridge and its approaches by installing a physical barrier to replace the plastictubular pylons, which are currently used to delineate opposing directions of traffic on the GGB and to transition traffic from
the approach traffic lanes to the six GGB traffic lanes.
Currently, the Golden Gate Bridge is a six lane undivided highway with average daily traffic volumes in excess of 110,000
vehicles. Opposing directions of traffic are now delineated by plastic-tubular pylons that do not prevent vehicles from
inadvertently crossing over into oncoming traffic. Based on data from the Traffic Accident Surveillance and Analysis
System (TASAS) for a five year period, from January 1, 2006 to December 31, 2010, eight crossover collisions occurred
within this period, of which five collisions resulted in injuries. The types of collisions resulting from the crossover incursions
into the opposite bound of traffic, including head-on collisions that would be eliminated are typically leading to substantial
injuries, and at-times fatalities.

Please stop doing this because you have it backwards and this is really important.

It is ALWAYS the government's burden to prove a person guilty beyond a reasonable doubt.

Why Underachievers Dominate Secret Police Organizations: Evidence from Autocratic Argentina

Autocrats depend on a capable secret police. Anecdotal evidence, however, often characterizes agents as surprisingly mediocre in skill and intellect. To explain this puzzle, this article focuses on the career incentives underachieving individuals face in the regular security apparatus. Low-performing officials in hierarchical organizations have little chance of being promoted or filling lucrative positions. To salvage their careers, these officials are willing to undertake burdensome secret police work. Using data on all 4,287 officers who served in autocratic Argentina (1975-83), we study biographic differences between secret police agents and the entire recruitment pool. We find that low-achieving officers were stuck within the regime hierarchy, threatened with discharge, and thus more likely to join the secret police for future benefits. The study demonstrates how state bureaucracies breed mundane career concerns that produce willing enforcers and cement violent regimes. This has implications for the understanding of autocratic consolidation and democratic breakdown.

I am pretty convinced that the way we fund many things in the US is largely broken. Non-profits, affordable housing, transit projects, and numerous other social goods rely on deeply fragmented funding, where each funding source comes with its own strings. Funding is always on the edge.
