Creating Chernobyl. - NTM Zeitschrift für Geschichte der Wissenschaften, Technik und Medizin
Starting in 1970, this article studies how Chernobyl Nuclear Power Plant was built. It follows the station’s operational history until 1982. During that year, reactor block one suffered a torn reactor channel, four years prior to the well-known catastrophe of 1986. It uncovers the genesis of these accidents by analyzing everyday history at the construction site. Construction relied on long established tools and processes, tried out at large-scale and mostly non-nuclear development areas. Masons, carpenters, and welders dealt with planned quotas and deadlines, material and personnel shortages, as well as a lack of quality management. The tools they used to build this nuclear giant were rather a shock of the old (Edgerton) than futuristic.It uncovers circumstances, non-alignments, and decisions that amounted to a working environment characterized by a technocratic culture. This culture overemphasized the fulfillment of plans and quotas to the detriment of safety as should have been warranted by the nature of a nuclear reactor as specified in plans and regulations. By following the plant’s construction in its everyday struggles, this article shows characteristics of the working culture that evolved on-site and led to the accident of 1982. This innovative approach aids understanding of why and how the catastrophe of 1986 came about—beyond the two standard reasons established in the literature, namely a faulty reactor design and mistakes made by the operators.

mechanisms further reinforce this tendency by incentivizing collaboration with industrial R&D, creating a selfreinforcing loop in which scientific authority and industrial interests converge. The IPCC's institutional positioning—as a policy-relevant yet politically cautious body—amplifies this dynamic by favoring allegedly “costeffective” technological pathways that lack practical feasibility.
The article traces the historical roots of this technocentric bias to the 1970s, when nuclear energy was 
envisioned as a solution to both energy scarcity and climate change. Drawing on archival sources, it also explores 
the influence of U.S. diplomacy in shaping international expertise on mitigation. Subsequent sections show how 
the rise of the “sustainable development” agenda allowed the integration of fossil fuel interests into the production of mitigation science. This process culminated in the centrality of carbon capture and storage (CCS) and 
bioenergy with carbon capture and storage (BECCS) technologies in IPCC's net-zero scenarios.
The article argues that mitigation expertise must confront its technocentric bias. A difficult but necessary step 
is to acknowledge that net-zero targets for 2050–2070 as currently envisioned through technological solutions, 
are unattainable. Maintaining this illusion fosters false optimism, legitimizes support for speculative technologies, narrows the range of viable policy options, and postpones the structural transformations. Climate expertise

Press needs to stop repeating govt euphemism of “clearing homeless camps.” I’ve witnessed it in other cities: massive destruction of personal property. Not just bedrolls & tents; family photos, Bibles, meds. Times I’ve seen it people weren’t even given option to move their things.
