Witnessed a ribbon cutting at a new rest stop in OH. I wasn't sure what was going on since it was packed. I asked a guy at the door if I could enter. A short old man, some official, emerged from the crowd and hobbled forward, arms outstretched, and said "Yes! Come in! Come in and use the bathroom!"

The Power Broker describes unemployed landscape architects lining up outside a pavilion in Central Park, where an NYC Parks Department official (run by Robert Moses before he was evil) would hand them drawings of a run down playground or local park to redesign, and then call up the next in line.
It's worth pointing out that the reason the New Deal allowed Democrats to basically run the Federal Government as a one party state for 50 years was because FDR's work programs included white collar labor. There's a reason his second electoral map looked like this:
