It's extremely hard to message the politics of illegal impoundment, but this is actually more important than the ACA subsidies (and I am not downplaying the importance of the ACA subsidies!).
Republicans won't even promise to hold Trump to the budget they pass.
They openly talk about how they're going to ignore it when it's passed.
