Something that keeps sticking out to me is Trumps constantly changing policies are punishing people who try to adapt to them. “Oh, you spent a fortune moving your production in response to our tariffs? Too bad”

100% what happened. The history of anti-trans politics is trying to design a legitimizing study around a conclusion, massaging the data when that doesn't work, and then just giving up and raw-dogging what they were going to do anyway.
Kind of feels like the IOC expected for the study to say "yeah trans women are like the hulk somehow" and when it completely undercut the reasoning behind banning us. They have simply elected to ignore their own work.
