Just thinking... we give so much attention (as we should!) to the victims of state violence, ie, people sent to CECOT.
But, we give little consideration to the psychic violence suffered by those tasked with carrying out the physical violence.

A lot of people love the good tsar bad boyars shtick, especially as of late when it comes to blaming Blinken, and Blinken deserves a lot of blame, but my understanding is that Blinken actually advocated for tougher measures and Biden rejected them repeatedly.
Yeah it's both, people are prone to omitting the importance of the principal but it is after all the principal who actually makes the decisions in a normal presidency. Biden was the one who vetoed sanctioning Israeli ministers, who blocked Leahy restrictions, who blocked recognition of Pal etc.
