Misleading. It's a stupid system we have in CA but basically: Gov reviews all the bills at once. He signs some. He doesn't sign but also doesn't veto some—they still become law but like, he doesn't "endorse" them. And he vetoes some. Vetoes can be overridden by 2/3 majority.

In other words: GO YELL AT NEWSOM. Do it now. He's got until October 12 to sign these, he won't do it unless Californians MAKE him do it, and you know the bad guys are already making plenty of noise.
