In reviewing denials of asylum applications, the circuit courts have held that the State Department human rights reports are highly probative evidence and a reliable source of information on conditions in foreign nations.

I expect those precedents will be discarded eventually.
By striking out any reference to human rights abuses in El Salvador or persecution of LGBTQ+ individuals in Russia, the Trump admin is firmly placing its finger on the scale and trying to get judges and asylum officers to deny asylum for some countries and for disfavored groups.
