My guess is CORE is the civil servants equivalent to USPHS? If so, the magnitude of this is insurmountable. Having additional people to respond to natural disasters, especially for the main reporting/coordinating agency (which is FEMA for all disasters) will come to haunt us.
We are going to have hurricanes and earthquakes and tornados and now we are not going to have the resources to plan, respond, find the broken pieces, and stay until the pieces are put back together. This is not a test of the emergency broadcast system, it’s an own goal vs Mother Nature.
The driving force behind all CORE employees is supporting and enacting the mission of preparing for, responding to, and recovering from disasters, a FEMA staffer tells me. This is seismic.
