This is precisely the point. What is left of Congress’ power of the purse, or even its law-making powers more broadly, if the President can simply disregard them on executive authority?
If the executive can unilaterally shift all functioning out of an congressionally established agency, then what is left of Congress’ lawmaking?

If the country is ruled by one guy who’s immune to criminal prosecution and impeachment is off the table despite his public boasts about all the crimes he’s doing then it’s harder to explain how the Constitution is still in effect than it is to say that the U.S. is currently a dictatorship.
