I think it's helpful to think of these bloated security details as only partially stemming from a practical concern with safety - I think the model of Roman lictors, or attendants, around a magistrate (the ones who carried the fasces, rods and axes) is applicable.

The X-10 graphite reactor at Oak Ridge went critical #OTD in 1943.
Built as part of the Manhattan Project, it was the second artificial nuclear reactor (after Fermi's Chicago Pile 1) and the first to operate continuously. 🧪 ⚛️

BTW, 'zirconium sponge' is not used to clad reactor fuel rods. Nothing so weak and porous would be suitable. Is however the common product of solvent extraction purification to remove hafnium, which, being a neutron absorber, you don't want in your rods.
