Which is why a Superhuman Registration Act would be a *better* idea, but that would require trusting a government with a history of using registration acts to pressure people into government servitude or sending giant murder robots after them.

The reason why the Mutant Registration Act is a bad idea is because a person with an X-gene might be able to rewrite reality or control weather, or they might have some extra eyes, while a regular degular human could just as easily get exposed to radiation or alien tech & become just as powerful.
