Exodus 8 describes the 2nd of the 10 plagues: ותעל הצפרדע ותכס את ארץ מצרים. "The frog [singular] came up and covered the land of Egypt."

Using singular to describe a group is apparently not uncommon in biblical Hebrew, but some rabbis debated if the plague was actually a plague of One Big Frog.

I remember that the "plague of frogs" visited upon Egypt is ambiguous, it could have been lots of frogs or it *could* have been one, big frog.

So Portland Frog is a biblically correct plague!
