I disagree, Adam. Homan's saying "If the rhetoric doesn't stop, there's gonna be bloodshed" sounds like escalation to me.
The previous position was that "domestic terrorism" & "endangering the lives of our officers" was the reason for bloodshed. Now it's just "If you don't shut up, we'll kill you."
