ICE shooting Richard Noticias LA today would be SECOND time they hospitalized him.

On June 13, DHS allegedly hit him with car as he live streamed. Video months ago show him handcuffed before going to hospital.

ICE is stockpiling arms, including chemical weapons, guided missile warheads and explosive components. The spending dwarfs anything we've ever seen in the agency - a 700% increase.
