I interpreted it differently - the start of the set was in a sugarcane plantation, which was the original purpose for the Puerto Rico colony, and using enslaved labor - the power lines are a reference to PR's failing power grid, which has been experiencing chronic blackouts since hurricane Maria

Really shocked by how much I enjoyed Starfleet Academy. Robert Picardo is as wonderful as ever. Tig Notaro rules. "The Burn" is so dumb but I'm okay what this show is doing w/ the aftermath.
That said, a Betazoid only being able to communicate via *American* Sign Language is inexcusably dumb!
