This is what they are capable of. They cannot conquer a continent-spanning country of 340+ million people. They cannot even control a midsized city. But they can go into specific midsized-to-small cities and inflict maximum terror upon their populations.
For reference, Minneapolis's "Metro Surge" was 25x larger than Chicago's Midway Blitz - ten times as many agents in a city almost a third the size.
The Springfield metro is only 136,000 people. A 1000-agent surge will be the equivalent of TWO HUNDRED MIDWAY BLITZES at once. Utter insanity.
