The fact that this "homeless jail" is being built in Utah feels like more than a coincidence, and I can't help but wonder how much the "treatments" will borrow from the techniques of the troubled teen industry--abuse and control.

I would bet good amounts of money that it is abstinence-based twelve-step style treatment ONLY, which experts agree simply does not work. What works is medication-assisted treatment with buprenorphine or methadone (combined with counseling and support). We know this.
