Even our new projects like the waterfront trail are terrible for front cargo bikes, there is absolutely no way to take these curves without crossing the center line and potentially having a head-on collision.
Here’s an objectively dumb design on the waterfront trail: where there’s a crosswalk at an intersection, the trail is jogged *closer* to the road, leaving less space for peds to queue between the road and trail. This means people will be blocking the trail in these spots as they wait for the light.

In this section, it sounds like SMS was being subsidized by the City for $100-$200k per year due to the impact of free internal transfers. And if the cost exceeded $200k for a few years, they would stop offering free internal transfers.
