Not far up the road, a rare example of what we have lost. Kahikatea-pukatea swamp forest is critically endangered, with only 1% remaining.

We can't plant this, but we can create the conditions for these forests to eventually grow themselves back into existence.

It's a readily quantifiable cost that directly follows as the consequence of a new policy. It's not a risk! Tbf it's not technically *missing* from the budget document, but it is not "budgeted for".
