Telling a whole company or two they've been voluntold will see units employed as about effectively as the CA Guard over the summer where everyone clearly looked like they'd rather be anywhere else.

General rule of thumb is that you can shake down a company for a couple volunteers for nearly anything. A large enough state like Texas means you can shake more companies down. Why? Generally it's the guys who want the money, either on top of their normal income or because they're unemployed.

The Guard comprises a HALF of US Army ground combat power, and roughly a third of it's combat sustainment power. It has been this way for a long ass time. It used to be an even *higher* proportion back in the late 60s, but has been fairly steady since the late 80s.
