In most cases the "withdrawal" placed the units closer to Ukraine.

The way you know they mean “race” and not culture is that Americans have many common and overlapping cultures, but he doesn’t see this because he thinks of race as an exclusive category. They don’t want a “common culture” open to all participants, they want race hierarchy.

It doesn’t say it as directly, but at its core all of this stuff is Calhounism and Dred Scott: An assertion that the Declaration of Independence and U.S. Constitution were conceived in purely racial terms and to include exclusively the white race.
