Dear Secretary Noem:
I write to seek transparency and accountability regarding your Department's decision to
withdraw federal support for New York's efforts to combat terrorism by cutting over $187 million dollars - or 86% - of homeland security funding from New York State. This decision to defund the New York City Police Department (NYPD), New York City Fire Department (FDNY), New York State Police, and other law enforcement agencies will put New Yorkers and all Americans in danger and it must be reversed.
Following months of delay, New York was pleased to see the Homeland Security Grant Program application finally released in August. However, when it was released, your Department initially cut $87 million from New York's historic allocation - approximately 40% of New York's counterterrorism funding. Through this cut, you eliminated $23 million from the State Homeland Security Program (SHSP) as well as $64 million from New York City, Suffolk, Nassau, and Westchester counties' allocations under the Urban Area Security Initiative (UASI).
As you know, UASI was specifically created after the 9/11 terrorist attacks to protect the New York City area and other American cities and surrounding areas.
When pressed for an explanation for these cuts, Department of Homeland Security (DHS)
staff indicated that they relied upon a formula to calculate these awards and that "the Secretary exercised no discretion." Although your staff provided a brief overview regarding the formula, they were either unable or unwilling to share how certain factors were determined and what elements were considered. Despite multiple requests for clarification, your Department failed to provide any additional information. On Friday, your agency elected to make an additional $100 million severe and unjustifiable cut to the NY allocation for counterterrorism funding, bringing what was once a $230-million-per-year program down to $30 million. This is effectively an 86% cut to local and state law enforcement's counterterrorism and homeland security efforts.
While the Trump administration may talk tough, in practice, you have chosen to defund the counterterrorism efforts of the NYPD, FDNY, New York State Police, and law enforcement agencies from Long Island to Buffalo. You have ignored the NCTC’s own determination that New York has been attacked by foreign or foreign inspired terrorists nearly twice as many times as the next most targeted state. And you have made these cuts despite the fact that teams in NYC utilizing these funds have been responsible for at least 145 significant arrests, disruptions, and leads across ten states in the past three years alone.
Given that counterterrorism is fundamentally a federal mission and your agency is
charged with ensuring high profile targets receive funding to protect local communities, historical sites, and financial sectors, I call upon you to be transparent with what appears to be a politically motivated effort to reduce funding for NY. And considering your staff's claim that the original cut was strictly formula-based, I call upon you to be transparent about whether the additional $100-million-dollar cut is based upon a new formula or a discretionary decision by you to further defund NY's counterterrorism agencies. Either way, this decision serves only to make not just NY but all of America more vulnerable to terrorist attacks.
Sec Noem, you have the authority to ensure counterterrorism funding is allocated
appropriately. Do not play games with this critical security funding. I demand you reverse this decision and restore funding for those that work to protect the number one terrorist target in America: New York.

Trump effectively declared civil war today. He told the top brass of the military that there's a war within Democratic-run cities and it's their mission to fight it. The whole performance was so ridiculous it takes a while for the gravity of that to sink in.
