That might have been where I noticed it. This sort of anti-democratic obstructionism isn't limited to your country. Here in Canada, the Alberta premiere delayed a by-election of a vacant seat for the max time allowed under the law, because the new leader of the opposition party was running in it.

I read somewhere that there's nothing in the constitution requiring the Speaker be the one to swear in a new rep. If that's true, just have the House Minority leader do it.
