You say "all the venues" but this is basically the only new venue they needed to build. Everything else was existing or temporary.
The Italians couldn't build one (1) arena on time, when they had about 7 years to plan.

it is rational behavior once you realize that the marginal value of a billion and one dollars is actually zero relative to one billion dollars, whereas sexual access to one's subordinates is something they highly value
I also previously thought amoral but rational capitalists used rubes by cynically deploying vicious / silly right wing ideologies. But I now think I underestimated how many true believers there are, some of the previously rational got internet brain poison, and there's been change in who's in power.
i had sincerely thought that sexism was a dying prejudice because, in all honesty, up until 2025 i also sincerely believed on at least some level that powerful capitalists with rational but amoral priorities controlled everything and understood the value women bring to the workforce
