She said that Linehan had not tagged the activist in his social media posts, bar one, and that while his comments were “deeply unpleasant, insulting and even unnecessary”, they were not “oppressive or unacceptable beyond merely unattractive, annoying or irritating”. But the judge found that Linehan had taken Brooks’s phone because he was “angry and fed up”, and had damaged it by knocking it to the ground. She said that while the offence was not aggravated by the fact the complainant is transgender, it was because they were 17-years-old at the time. COUNCIL BILL NO. 3289 - RESOLUTION NO. 2256 A RESOLUTION DECLARING A LOCAL STATE OF EMERGENCY IN THE CITY OF WOODBURN DUE TO THE ECONOMIC AND HUMANITARIAN CRISIS RESULTING FROM THE IMPACTS OF FEDERAL IMMIGRATION ENFORCEMENT ACTIONS AND REQUESTING ASSISTANCE FROM THE STATE OF OREGON WHEREAS, the City of Woodburn is experiencing a significant and escalating economic and humanitarian crisis resulting from recent federal immigration enforcement actions in and around the community; and WHEREAS, actions by federal immigration institutionalize racial profiling and encourage discrimination; and enforcement authorities WHEREAS, immigrants, foreign-born and refugee populations make up a vital portion of Woodburn's community, with 31% of the population being foreign born and 63% of the population being Latino; and WHEREAS, these actions have caused widespread fear among residents, leading to a measurable decline in workforce participation, particularly among immigrant and mixed-status families; and WHEREAS, increased immigration enforcement has caused residents to fear leaving their homes to go to work, school, access City services, take public transportation, attend medical appointments; and WHEREAS, the resulting loss of wages and income has impaired families ability to afford food, housing, and essential services, and has disrupted local businesses due to reduced customer activity and staffing shortages; and WHEREAS, these impacts have placed increased strain on local nonprofits, food banks, and emergency service providers, and threaten the health, safety, and economic stability of Woodburn residents; and WHEREAS, Oregon is a Sanctuay State and under the Sanctuary Promise Act and Oregon Revised Statutes 180.805 through 180.820, and 181A.820 through 181A.829, public bodies are prohibited from disclosing immigration status without judicial warrant and are prohibited from using public resources to enforce federal immigration law except under narrow circumstances; and WHEREAS, the City will continue to urgently implement legally-defensible programs, policies, and resources that protect and support employees and the community in response to federal immigration enforcement: and WHEREAS, the City has implemented a pause of at least 60 days in the use of the Flock Safety license plate reader camera system to conduct comprehensive investigation to ensure that the system is operating in full alignment with Oregon Law and the City's intent; and WHEREAS, the City is distributing financial assistance to local organizations, including Love Santa, the AWARE Food Bank, Love INC's Utility Assistance Program, the Immanuel Lutheran Church meal program; and WHEREAS, the City seeks to partner with the State of Oregon to provide emergency relief to families and businesses impacted by these disruption; and WHEREAS, Oregon law (ORS 401.309) authorizes local governments to declare emergencies and request state assistance when conditions exceed local capacity to respond; NOW, THEREFORE, THE CITY OF WOODBURN RESOLVES AS FOLLOWS: Section 1. The City Council hereby declares a local state of emergency due to the economic and humanitarian impacts of federal immigration enforcement action within the boundaries of the city limits of Woodburn. Section 2. The City Administrator is hereby directed to take all necessary and proper actions to help mitigate the effects of the emergency and is authorized to direct up to $30,000 towards minimizing the impacts of the emergency. Section 3. The City Council requests emergency assistance from the State of Oregon, including but not limited to: * Financial relief for affected families and small businesses: Expanded access to food, housing, and mental health services; • support for local nonprofits and service providers responding to increased demand; [cont from 2nd screenshot] • Coordination with state agencies to ensure compliance with Oregon's sanctuary laws and protection of vulnerable populations. Section 4. The City of Woodburn calls on all elected officials, including members of Congress from Oregon, to publicly denounce all unconstitutional actions, demand immediate oversight and transparency from immigration enforcement agencies, and work to ensure the rights of all individuals-regardless of immigration status-are fully protected under the Constitution. Section 5. The City of Woodburn affirms its commitment to public safety, community resilience, and the protection of all residents, and will continue to work with state and community partners to mitigate the impacts of this crisis.
