Libraries and librarians in every school and community would be a start.
Not policing what kids read - comics are a great gateway, esp for boys.
And check in with organisations already doing this and seeing what govt could do to support and extend their work, eg the Book Trust.

I'm EXTREMELY excited for this, and you've plenty of time to catch up with the adventures of Jack Parlabane before it arrives, should you somehow have missed reading Mr Brookmyre's excellent novels (Quite Ugly One Morning has probably the best first line and chapter in crime fiction 😂)
