Using the World Cup as an excuse to axe a round and exclude a large chunk of pro clubs from the competition is ridiculously weak.
I don't have the energy to do the math but there surely was a way to get everyone in and not overlap with WC.
These rules are welcome changes though.

Actual unpopular opinion: I would much rather be mediocre than one of the bottom-of-the-barrel teams. Being constantly around .500 is a hell of a lot better than being a laughing stock of the league.
