Why do they need an excuse? He’ll declare martial law, using some fictional reason. Just like Renee Good was a dangerous terrorist trying to kill peaceful ICE officers, who only defended themselves. Don’t let them choose our response. We should choose when and how we respond.

When the Trump Admin lays down the kindling AND lights the match, the citizens are not going to see "justified Insurrection Act declaration". Even the ones who support him will have to lie saying that such a declaration is justified. They know it is not, but his supporters will lie and say it is.

He may be acting out of weakness but he's successful because the people who should be checking his power are weaker. Which means he still has power.
